Well considering that Chrome does not rust it seems like you have bigger problems than removing the rust, sounds like your chrome has worn off and the metal underneath is rusting References :
well aparently skotch g has never worked in the service dept at a dealer and had a customer come in and complain about rust on a chrome bumber. What a knucke head. I use very fine steel wool, like 00 or 000 and either some chrome polish or glass cleaner. works wonders. I once cleaned up a set of 5-spoke polished chrome wheels from a firebird that were never cleaned of the brake dust with 000 steel wool and citrus cleaner and they looked brand new. References :
